DVSCC Meetings The Domestic Violence State Coordinating Council (DVSCC) was established by the Tennessee General Assembly in 1995. The Council's purposes are to increase the awareness and understanding of domestic and family violence and its consequences and to reduce the incidence of domestic and family violence within the state of Tennessee . They are charged with the oversight of and process for certifying court-ordered batterer intervention programs in Tennessee .
